Unless you raise the population from the animal propensities, how can you expect peace? Do you think there is any peace in the dog society, in the cat society? No, it is not possible. You keep some dogs. They meet. As soon as they meet together there will be howling – ‘gow, gow, gow, gow.’ So if you a create a dog society, then you cannot expect peace. You have to create brahmanas as a certain percentage of the population. Then there is the possibility of peace.”
